A man cited for animal neglect after a puppy is found suffocating on its leash lead.

Lincoln Police Officer Erin Spilker says police were sent to the Woodspring suites in the 200 block of Fletcher around 7:30 pm Tuesday after an employee called about a man in the lobby refusing to leave.

On arrival, police contacted 25-year-old Augustin Kolb, who was intoxicated and yelling at staff.

As officers were citing Kolb for disturbing the police and trespassing, they were flagged by a civilian concerned about two dogs that appeared to be in distress in the parking lot.

Officers discovered an 8-week-old puppy was being strangled by a 65 lbs. adult pitbull that had jumped from a parked vehicle.

“The dogs were attached to the same lead and it appeared as though the adult dog had jumped out of the window of the vehicle and was trying to pull away,” said Spilker. “However, the smaller puppy was unable to jump out and was asphyxiating on the other end”

Officers released the dogs and found they belonged to Kolb, who received an additional citation of animal neglect.
