Lincoln Police found a man sitting in the passenger seat of  a running car at 7th and Q Street around 12:30 a.m. Saturday, August 22nd.  The vehicle was parked in the island in the middle of the street.  Police also saw there was an open bottle of alcohol in the middle console and several other open alcohol bottles inside the vehicle.

The man refused to get out of the car but suddenly exited and ran.  Police saw him constantly reaching into his pants and tossing items.  The man then hid between two trash containers and officers saw him pull a small bag from his pants and throw it under the containers.  He eventually surrendered and was taken into custody.

Officers found the bags that were thrown and they contained nearly 1 grams of cocaine with a street value of $1,700.  Officers also located a bag with the man’s name on it containing smaller plastic bags within them which is consistent with the sale of narcotics.

27 year old Russell Rucks Jr was booked for possession of a controlled substance with intent to deliver, possession of money with violating a drug law, tampering with physical evidence, resisting arrest and obstructing a police officer.
