Man Arrested After Firing Handgun Near Building

A Lincoln man is arrested after firing a handgun in what police to be a targeted incident.

The Lincoln Police department reports officers were investigating an incident near the intersection of 16th and E Streets around 6 PM Thursday when they heard gunshots nearby.

Witnesses provided a description of the suspect and added that he had stored a bike into his vehicle before leaving and then returning to the scene to fire the shots.

While officers were investigating, the suspect returned to the scene a second time, this time on the bike, and began riding in between police cruisers.

Officers located the key to the vehicle used in the shooting on the suspect’s person and found a 9mm handgun as well as spent ammunition inside.

31-year-old Rafael Moreno was arrested for the discharge of a firearm near a building and use of a firearm to commit a felony.

No damage was observed and no injuries were reported.
